About the Role
The Governance, Risk, and Compliance (GRC) team within the PayPal Cyber & Information Security organization is seeking a Technology & Information Security Policy Governance – Service Delivery Manager to lead coordination and management of the company’s technology and information security risk management policy documentation portfolio. This role is responsible for delivering a structured, repeatable, and well-governed service to PayPal’s internal stakeholders across first- and second-line functions, focused on the lifecycle management of technology and information security policies, standards, and procedures. The ideal candidate will possess strong governance delivery skills, a service-oriented mindset, and proven experience managing structured engagements across risk, compliance, and technical domains.
Responsibilities
- Policy Lifecycle Management – delivering coordination, tracking, and quality assurance for policy, standard, and procedure lifecycle activities, including drafting, review, approval, version control, and archival;
- Stakeholder Engagement & Alignment – facilitating engagements with second-line risk and compliance functions, policy owners, and document custodians to ensure alignment with governance expectations, compliance requirements, and internal controls;
- Governance Forums Administration – organize and administer policy-related governance forums, decision-making bodies, and approval checkpoints;
- Policy Awareness & Communication – preparing and delivering status reports, issue escalations, and awareness materials for leadership and other stakeholders;
- Documentation & Records Management – maintaining structured repositories, change logs, and audit trails to support internal assurance and external audit readiness; and
- Service Operations Monitoring – monitoring the health and performance of the governance service, tracking service-level metrics (SLAs, cycle times), and continuously identifying areas for improvement.
Basic Qualifications
Governance & Service Delivery Expertise
- 5+ years in policy governance, risk management, or technology compliance roles within large or regulated enterprises.
- Demonstrated experience delivering structured services to business and technical stakeholders, particularly in GRC or policy-focused areas.
- Familiarity with policy and control frameworks (e.g., NIST CSF, ISO 27001, COBIT) and their application in enterprise settings.
Technical & Program Skills
- Skilled in project/service delivery tools such as MS Project, Project Online/Server, and SharePoint.
- Strong MS Office proficiency (Excel, PowerPoint, Word) for stakeholder communications and reporting.
- Ability to understand and engage with technical teams on infrastructure, information security, and control environments.
Communication & Stakeholder Management
- Exceptional verbal and written communication skills, with ability to tailor messaging for executives, SMEs, and control owners.
- Experience driving consensus and managing expectations across diverse stakeholder groups.
- Demonstrated ability to deliver difficult messages with clarity and diplomacy.

This is the pay range that Magnit reasonably expects to pay for this position: $59.92/hour - $79.90/hour
